Django-MOJO 1.10.2 fixes a deployment check that counted the same package paths more than once and could incorrectly stop a framework upgrade.

### Fixed
- The deployment system now ignores duplicate files when checking its safety limit, so framework upgrades can complete without reducing security.

### Upgrade notes
- Fleets still running django-mojo 1.9.0 need the application's checked-in bootstrap bridge for the first upgrade. After 1.10.2 installs, normal django-mojo deployment resumes.
