System Setup now keeps complete readiness totals inside its safety limits, clearly reports omitted detail, and never offers a repair for a passing check.

## Key changes

- Readiness status and summary totals now cover every collected check, even when only a bounded subset of detail can be returned.
- Partial reports state exact section and check coverage, and the Admin preserves those authoritative totals instead of recomputing from visible rows.
- Passing checks have no remediation, fix action, or required choice; **Fix all** includes only currently actionable sections.
- **Run all checks** now uses the read-only readiness request and creates no durable operation.
