Bundles portal-mojo 0.2.3 with custom SMS composition, responsive detail dialogs, safer lifecycle controls, and expanded incident evidence.

• Compose custom SMS messages from Phone Hub, with separate send permission, audit refresh, and explicit delivery status.
• Inspect raw incident/event records alongside formatted MojoSec and source-address evidence.

• Bundle portal-mojo 0.2.3 as the packaged Admin portal.
• Move lifecycle actions into contextual menus and retain audit/history records.
• Place Dashboard directly in Admin navigation.
