Host apps can register their own LLM safety-policy features, and fleet sync now handles published fleet overrides without false drift.

- New `LLM_HOST_FEATURES` setting lets a host app register its own LLM feature names for the safety policy.
- `fleet sync` and `fleet nodes status` now compare each node with the published config plus its published fleet overrides, so a node with overrides no longer shows false drift or stops a rolling sync. The held-timer warning reports each timer's live state.
