Repairs shared DNS validation setup and fleet checks for installations with existing short project IDs.

### Fixed
- Accept existing sixteen-character project IDs in protected connection profiles, recipient-key issuance, shared-validation operations and fleet identity evidence.
- Packaged Admin screens accept the same existing project IDs for recipient selection and trust setup.

### Upgrade notes
- Upgrade the hub and consumers to 1.39.3 before retrying setup. Existing project IDs, trust boundaries and certificate ownership are preserved; participant and deployment UUID requirements are unchanged.
