The built-in Admin now ships portal-mojo 0.2.20. System admins get an on/off switch for whether an organization's own administrators may create sub-groups. Portal confirmations that need a fresh sign-in now use the configured hosted sign-in page.

### Added
- Built-in Admin: a group's **Sub-Groups** section has an **Administrators can create sub-groups** switch for system admins (global `groups` or `manage_groups`). It uses the `allow_member_subgroups` Group action added in 1.39.4.

### Changed
- The bundled Admin is now portal-mojo 0.2.20 (was 0.2.19).
- A Portal confirmation that needs a fresh sign-in now goes through the configured hosted sign-in page, and the MFA step loads only when a challenge asks for it.

### Upgrade notes
- No migration and no Python API change; only the bundled Admin files are replaced.
