Optional project health checks can run within the existing snapshot SQL allowance while publication locks and query limits remain unchanged.

Fixed

• Health snapshots no longer exhaust their SQL allowance before optional project checks can run.
• Standalone snapshot reads omit unnecessary transaction operations; generation and publication retain their transaction locks and the existing query limit.
